Integrated Energy Planning Platform
The Mozambique Integrated Energy Planning Platform is an online, interactive platform designed to provide policymakers and practitioners with national energy access planning data and analysis for the country, bringing together multiple models and datasets into a single, publicly accessible interface. It builds on the National Geospatial Least-Cost Electrification Plan, while also integrating complementary analytical models on social infrastructure, clean cooking, and productive use of electricity.
The platform is developed under the leadership of the Ministry of Mineral and Energy Resources (MIREME), with technical support around the structure, data, and models from SEforALL and with financial support from ProEnergia Plus, a Government of Mozambique program financed by the World Bank.
Mozambique’s Integrated Energy Access Plan
Since the beginning of 2024, SEforALL has been supporting the Integrated Planning and Coordination Unit (UIPCE) within the Ministry of Mineral Resources and Energy (MIREME) with an Integrated Energy Access Plan built on geospatial analysis and tools to identify least‑cost pathways for deploying energy access solutions, including grid densification and extension, mini‑grids, and other off‑grid technologies. The project also includes a comprehensive assessment of social infrastructure (i.e. schools and health facilities) electrification, clean cooking solutions deployment and productive use of energy (PUE) potential in the agriculture and fisheries sectors.
Geospatial Least-Cost Electrification Plan
The National Geospatial Least-Cost Electrification Plan, launched in 2026, is Mozambique's official, formally-adopted electrification planning instrument. It is developed by MIREME through the UIPCE, the unit tasked with leading strategic planning, monitoring, and cross-sector coordination of electrification efforts, which also serves as Mozambique’s Compact Delivery and Monitoring Unit (CDMU) for Mission 300. Created with technical support from SEforALL, it outlines a settlement-level strategy to achieve universal access by 2030 through an optimal mix of grid and off-grid solutions. Designed to guide planning, investment prioritization, and implementation governance, the pathway's interactive, settlement-level results are presented on the national data platform in the National Electrification Pathway section.
